No. Fortinet's datasheet classifies the 443K as an indoor access point with no IP ingress rating specified, so it should be installed in a covered, climate-controlled space.
For full performance (all radios, full power, USB enabled) it needs 802.3bt PoE. It can also run on two 802.3at PoE sources with current sharing, or on lower-power PoE at reduced Tx power and fewer active chains.
The 443K supports 6GHz Wi-Fi 7 operation, but use of that band is subject to approval by regional regulatory authorities, so availability can vary by country.
